Reforming the Ukrainian health system in the face of a humanitarian crisis

Ukraine gained independence from the Soviet Union in 1991 and successive governments have struggled to overcome funding shortfalls and modernize the health care system to meet the population’s health needs. Moreover, a large proportion of total health expenditure is paid out of pocket (42.3% in 2012).

The most recent health reform programme began in 2010 and sought to strengthen primary and emergency care, rationalize hospitals and change the model of health care financing from one based on inputs to one based on outputs. However, conflict and political instability meant the programme was abandoned in 2014. More recently, the focus has been on more pressing humanitarian concerns as more than 1 million people have been displaced by the ongoing conflict around Donetsk and Luhansk.

In this seminar, Erica Richardson will present an overview of population health needs and the health system in Ukraine as well as outlining the challenge faced by policy makers in seeking to implement fundamental health system reforms in the face of the ongoing conflict and humanitarian crisis.

Erica Richardson is a Research Officer at the European Observatory on Health Systems and Policies, specializing in health system monitoring for countries of the former Soviet Union. She has honorary posts at both the London School of Hygiene & Tropical Medicine (LSHTM) and the Centre for Russian, European and Eurasian Studies (CREES) at the University of Birmingham.
